Emergency Procedures

General Responsibilities

Actual emergency responses must address the uniqueness of the situations. Use caution, common sense, and good judgment in approaching any situation. In emergency situations involving natural disaster, fire, or a serious threat, do the following:

  1. Assess injuries and threats; do not move seriously injured persons unless they are in immediate danger of further injury.
  2. Get to a safe place (primary or secondary meeting place as directed by your CD).
  3. Call 911 to report the emergency.
  4. Account for those in your group by doing roll call.
  5. Report to your supervisor any missing persons and their likely locations.

Threat Assessment

These are examples of potentially reportable conduct:

  • Causing physical injury
  • Engaging in threats that create a reasonable fear of injury
  • Possessing or brandishing a weapon
  • Engaging in threatening behavior that subjects another individual to undue emotional stress
  • Damaging property intentionally
  • Threatening to injure or damage property
  • Retaliating against people who report such conduct to university or local officials
  • Engaging in physical actions short of actual contact, such as aggressively moving closer to a person, waving arms or fists, yelling in an aggressive manner, and so on
  • Threatening in a joking fashion
  • Stalking
  • Engaging in hate speech or derogatory speech
  • Engaging in repeated erratic behavior that causes other individuals to be apprehensive or fearful for their safety or the safety of others

Lockdown Procedures

Lockdown procedures are used in situations involving dangerous intruders or other incidents that could result in harm to university students, visitors, and personnel. A lockdown will be announced using whatever communication systems are available in the affected building(s). Follow these procedures if a lockdown is announced:

  1. All students, staff, faculty, and known visitors should be directed into rooms or enclosed areas.
  2. Lock all interior and exterior doors to prevent entrance by the intruder.
  3. Secure all exterior windows, and if possible, cover the windows to prevent an intruder from observing the people in the room.
  4. All persons should move away from the windows and doors.
  5. All personnel will remain in the room or enclosed area until the "all-clear" is given by university or local police.

Standards of Conduct

Participants at FSY are expected to follow all standards outlined in the For the Strength of Youth booklet.

The following prohibited activities will result in your being sent home immediately at your own expense and with no refund:

  • Participating in or encouraging immoral behavior of any kind, which includes breaking the law of chastity and viewing pornography in any form.
  • Shoplifting, theft, or vandalism of any kind.
  • Breaking the Word of Wisdom, including the possession of illegal substances.
  • Possession of weapons or firearms of any kind.
  • Doing anything harmful to yourself or others physically, spiritually, or emotionally, including any form of bullying.

Please be advised that all crimes and incidents or pranks of a harmful or destructive nature will be reported to local authorities. Consequences resulting from actions taken by local authorities are out of our control.

Abuse

When encountering any situation involving abuse of a youth, follow the guidelines set for in the FSY Youth Protection Policy, including contacting local police and a session coordinator.

Sexual Misconduct

When encountering any form of sexual misconduct, follow the guidelines set for in the FSY Sexual Misconduct Policy, including reporting the situations to a session coordinator. If the sexual misconduct is perpetrated against a youth, follow the guidelines set forth in the FSY Youth Protection Policy, including contacting local police and a session coordinator.

Critical Situations

Instructions for Completing the FSY Participant Critical Situations Report Form

  1. Complete all information before submitting the report. In order to complete a police report, all information is required.
  2. Please complete the form online if at all possible. If completing the form manually, write clearly and legibly.
  3. Once complete, immediately submit the form to the session administrator by uploading it to the Box Drive and notifying the administrator that you have done so.

Criminal Activity/Moral Transgressions/Eating Disorder Behaviors

  1. Situations in which participants are involved in criminal activity (such as shoplifting, theft, and drugs), moral transgressions, or eating disorder behaviors should be reported to the coordinators.

Coordinators should follow protocol as listed in the chart and complete and submit the report form.

Any criminal activity should also be reported to the CE Compliance Officer for reporting purposes. Please list the following information in the Disclosed Information Section: Reporter's Name, Report Date, Victim's Name, Suspect's Name, Type of Crime, Location of Crime (be as precise as possible), Other Information as applicable.

Suicidal Ideation/Self-Harm/Depression

  1. When a participant discloses to a staff member that they are experiencing depression, self-harm, or suicidal ideations, follow these steps:
  • The staff member will talk with the coordinator at the session and complete the report form logging the information the participant disclosed.
  • The coordinator will then contact the administrator. The administrator will determine who will make an immediate phone call to the parent or guardian to inform them of the welfare of the child.
  • The administrator and/or coordinator will document in the "Action Taken" section of the report form that contact was made with the parent.
  • The report form does not need to be sent to law enforcement. The administrator will keep the report form until the summer is over.

Immediate Threat of Suicide

  1. If a staff member receives information of an imminent suicide threat, immediately call 911 and the session coordinators and administrator. Stay with or try to find the participant until help arrives.

If a staff member has any questions or concerns at any time during FSY about critical situations protocol, he or she should talk with the session CDs and the administrator.
