Indicate When a Person is Not Accountable

Policy and Principle

Persons who have intellectual disabilities and cannot knowingly repent may be considered by the bishop as not accountable. These persons do not need to be baptized and confirmed, regardless of their age. They are “saved in the celestial kingdom of heaven” (Doctrine and Covenants 137:10; see also Moroni 8:8–12).

If the bishop determines that a person who is at least eight years old is not accountable, he instructs a clerk to indicate “Not Accountable” in the baptism section of the person’s membership record. The membership record should not be canceled. (See also General Handbook 33.6.10 and 38.2.4.)

After a member has been indicated as not accountable, he or she will no longer appear on the bishop’s Action and Interview List as needing ordinances.

Leader and Clerk Resources (LCR) Procedures

From the member’s information screen, click the Ordinances tab and click the Mark as Not Accountable button. Then click the Yes button if the bishop has determined that the member is not accountable.

To change an indication that a member is not accountable, go to the member’s information screen, click the Ordinances tab, and click the pencil icon next to the message indicating that the member is not accountable. Then click the Yes button if the bishop has determined that the member is accountable.
