Simeon Carter was born in Killingworth, Connecticut, in 1794. He married Lydia Kenyon in Benson, Vermont, in 1818. Carter was baptized into The Church of Jesus Christ of Latter-day Saints in February 1831. The following June, he was ordained a high priest and called by revelation to accompany Solomon Hancock on a mission to Missouri (Doctrine and Covenants 52:27). In 1832, a revelation instructed Carter to preach with Emer Harris (Doctrine and Covenants 75:30). The following year, Carter presided over the branch at Big Blue River in Jackson County, Missouri. He was appointed a member of the high council in Clay County, Missouri, in 1834, and continued in that position in Caldwell County, Missouri. After being expelled from Missouri with other Latter-day Saints in 1838, Carter settled in Lee County, Iowa Territory, by 1840. He served a mission to England between 1846 and 1849, after which he migrated to the Salt Lake Valley in Utah Territory.
