Hugo E. Martinez was born in Mayaguez, Puerto Rico, on January 10, 1957. He married Nuria Merced Alvarez Pagan in December 1980. They are the parents of five children.
He completed his premedical studies at the University of Mississippi from 1974 to 1977. In 1981 he received a medical degree from the University of Puerto Rico School of Medicine.
He has served in numerous Church callings, including bishop, elders quorum president, district president, counselor in a mission presidency, president of the Guatemala City Central Mission (2005–2008), and Area Seventy.
At the time of his call, Elder Hugo E. Martinez had been serving as a member of the Fourth Quorum of the Seventy in the Caribbean Area. He previously served as a member of the Caribbean Area Presidency and in Salt Lake City at Church headquarters. He is currently serving as President of the Africa West Area.
In 1984 he completed a family practice residency at the University of Mississippi Medical Center. He worked for 20 years as a physician and medical consultant before retiring in 2004.
